A rare strain of Ebola is spreading rapidly across the Democratic Republic of Congo and into neighbouring countries. With no approved vaccine or treatment available, and the WHO having declared its highest-level health emergency, the outbreak is testing the limits of the international response. Here is what is happening, and what actions Cordaid is taking.<\/strong><\/p>\n\n\n\n

In April 2026, a new outbreak of Ebola emerged in Ituri, a province in north-eastern Democratic Republic of Congo already destabilised by years of violence and displacement. <\/p>\n\n\n\n

What makes this outbreak different is the strain involved: the Bundibugyo variant, an exceptionally rare form of the virus for which no approved vaccine or treatment currently exists. Many laboratories are also not equipped to test for it reliably, which is a significant obstacle in any outbreak response.<\/p>\n\n\n\n

A Public Health Emergency of International Concern<\/strong><\/h2>\n\n\n\n

By mid-May, the virus had crossed into Uganda. On 17 May, the World Health Organization declared a Public Health Emergency of International Concern, its highest alert level. It was a signal to the global health community that this outbreak demanded an urgent, coordinated response.<\/p>\n\n\n\n

Ituri has long been one of the DRC’s most fragile provinces. Armed conflict has driven large numbers of people from their homes, creating conditions in which disease spreads with particular ease: overcrowded displacement sites, limited access to healthcare, and a population already weakened by years of crisis.<\/p>\n\n\n\n

These factors make it extremely difficult to quickly contain a highly infectious disease. Contact tracing, a cornerstone of Ebola response, depends on functioning health infrastructure and community trust, both of which are in short supply in Ituri.<\/p>\n\n\n\n

It’s Moving Fast<\/h2>\n\n\n\n

The speed of spread has alarmed health authorities. Within days of the official notification, cases had already been confirmed in North Kivu, South Kivu, and Uganda. Rwanda and Burundi are considered at risk, given the significant cross-border movement of people in this region.<\/p>\n\n\n\n

By 19 May, Ituri alone had recorded more than 530 suspected cases and over 130 deaths. In a single 24 to 48-hour window, 26 new confirmed cases were added. The trajectory over the coming weeks will be decisive in determining whether the outbreak can be brought under control or will continue to expand across the region.<\/p>\n\n\n\n

Our Response<\/h2>\n\n\n\n

Cordaid has been responding to Ebola outbreaks in the DRC since 2018 and has established response structures that are now being mobilised for this new crisis. The organisation is closely monitoring the situation through dedicated Ebola teams based in its offices in both the DRC and Uganda. These teams track developments daily and participate in coordination meetings with other humanitarian organisations and national authorities.<\/p>\n\n\n\n

At the same time, Cordaid is assessing the impact of the outbreak on its existing programmes across the affected regions. Working with local partners, the organisation is identifying where additional preventive support is needed and whether emergency assistance should be deployed.<\/p>\n\n\n\n

In Ituri, Cordaid’s activities are likely to be temporarily suspended until the spread of the virus is better understood. In North and South Kivu, large gatherings have been postponed to reduce the risk of transmission. Across all offices in the region, immediate protective measures have been introduced: temperature checks, enhanced hygiene facilities, remote working for staff showing symptoms, and restrictions on group meetings.<\/p>\n\n\n\n

A Different Kind of Outbreak<\/h2>\n\n\n\n

In earlier outbreaks, approved vaccines and treatments were available and could be deployed relatively quickly. That option does not exist for the Bundibugyo variant.<\/p>\n\n\n\n

This considerably changes the options for responding. Without a vaccine, the emphasis falls entirely on containment measures: isolating cases, tracing contacts, reinforcing hygiene practices, and ensuring that affected communities have access to accurate information. All of this is harder to achieve in a province like Ituri, where conflict and displacement continue to complicate humanitarian operations.<\/p>\n\n\n\n

A Critical Few Weeks<\/h2>\n\n\n\n

The international community is watching closely. The WHO’s emergency declaration is intended to mobilise resources and coordinate the global response, but declarations alone do not stop viruses. What matters now is whether funding, personnel, and supplies can reach the affected areas quickly enough, and whether the communities at the centre of the outbreak can be supported in ways that slow transmission.<\/p>\n\n\n\n
