Photograph: YWBOD<\/figcaption><\/figure>\n\n\n\n<p>In recent weeks, 13,925 families have arrived in Taiz city in south-western Yemen, many carrying only the clothes they were wearing and a few small belongings. Cordaid supports the emergency response through the Youth Without Borders Organisation for Development (<a href=\"https:\/\/ywbod.org\/en\" target=\"_blank\" rel=\"noreferrer noopener\">YWBOD<\/a>), a local organisation based in Taiz. YWBOD will provide cash assistance to 518 displaced households (3,626 people) who have lost everything.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Fear of History Repeating<\/h2>\n\n\n\n<p>Taiz is both a governorate and the name of its capital. The Houthis control northern Yemen, including the former capital, Sana&#8217;a. Aden is the capital of the territory controlled by the internationally recognised government.<\/p>\n\n\n\n<p>Inge Leuverink, Cordaid&#8217;s humanitarian adviser, travelled to Aden earlier this month, intending to continue to a district of Taiz, where a new programme is being prepared. After the recent attack, it was unsafe to proceed, so she cancelled her plans.<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p>&#8216;Because the attack happened so suddenly, some did not even take their IDs. They simply gathered their family members and left.&#8217;<\/p>\n<\/blockquote>\n\n\n\n<p>In Aden, she heard troubling accounts from Yemeni colleagues and partners. &#8216;They all recall the start of the war in 2015, when the Houthis tried to capture Aden,&#8217; she says. &#8216;They did not succeed, but the fighting was fierce. Photograph: YWBOD<\/figcaption><\/figure>\n\n\n\n<h2 class=\"wp-block-heading\">Growing Concerns in Taiz<\/h2>\n\n\n\n<p>For Abdullah Alsalami, Monitoring, Evaluation &amp; Learning Officer at YWBOD, the situation has become particularly concerning. He lives and works in Taiz, which has endured a siege for years. &#8216;The conflict is intensifying day by day,&#8217; he says. &#8216;The road to Aden is the only route linking the city to the rest of government-held territory. It remains open for now, but the fighting is close by, and people are already worried about how they will find food in the coming days.&#8217;<\/p>\n\n\n\n<p>Abdullah recalls the last siege: &#8216;Access to food and basic supplies became very difficult, and anyone who could buy vegetables felt like the richest person in Taiz. With the recent escalation, communities are once again afraid that further restrictions on the main access route could disrupt the movement of people and essential supplies, increasing pressure on food prices, fuel, transport and other basic needs.&#8217;<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Arriving with Nothing<\/h2>\n\n\n\n<p>Abdullah has spoken with many of the newly displaced. &#8216;Most of them left home without time to take their belongings,&#8217; he says. &#8216;Because the attack happened so suddenly, some people did not even take their IDs with them. They simply gathered their family members and left. Some also lost relatives during the escape. Many people arrived in Taiz with nothing but the clothes they were wearing.&#8217;<\/p>\n\n\n\n<p>Life was already hard for most people before this latest displacement. Photograph: YWBOD<\/figcaption><\/figure>\n\n\n\n<h2 class=\"wp-block-heading\">Cash Support Delivered through Local Hands<\/h2>\n\n\n\n<p>YWBOD operates in several governorates within areas under the control of the internationally recognised Government of Yemen, including Taiz. The project provides cash that families can spend on whatever they need most, rather than on pre-set items.<\/p>\n\n\n\n<p>Mohammed Abdulrahman, Cordaid&#8217;s programme coordinator in Yemen, says the approach reflects the reality of working in Taiz today. &#8216;It is very difficult to enter Taiz now, and if you do and the main entrance closes, you cannot get back to Aden,&#8217; he says. &#8216;We reach these communities through our local partner, whose staff are already on the ground.&#8217;<\/p>\n\n\n\n<p>Cordaid raises funds and advocates for humanitarian needs, he explains, while YWBOD implements the project. &#8216;We try to ensure their voices are heard in the international community, and when possible, we go to Taiz to work alongside them.&#8217;<\/p>\n\n\n\n<p>But access remains a problem. Some frontline areas are too unsafe to reach, and communication networks are largely down, leaving aid organisations with limited information about the people left behind. &#8216;I expect the actual needs to be far greater than the current figures show,&#8217; Inge says.<\/p>\n\n\n\n<p>Organisations in Taiz coordinate well and share information, she adds, and Yemenis themselves share what they have. &#8216;Whenever possible, they help displaced people when no other aid is yet available. But after years of war, many people have exhausted their reserves and cannot sustain this much longer.&#8217;<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Living Day by Day<\/h2>\n\n\n\n<p>Asked how people cope, Mohammed describes a society that has learned to plan for very little. &#8216;People cope by cooperating,&#8217; he says. &#8216;Those with money help those with less. Everyone lives on minimum standards and saves what they can, because they do not know what will happen.&#8217;<\/p>\n\n\n\n<p>Mohammed, who is based in Aden, says life there is more stable, but the economic situation remains unchanged. &#8216;You try to live your life and go on, because there is nothing else you can do,&#8217; he says. &#8216;Either you leave the country and your family and start over, which is not an option for many people, or you live day by day.&#8217;<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p>&#8216;Be humane towards the Yemeni people. Support them and save their lives.&#8217;<\/p>\n<\/blockquote>\n\n\n\n<p>After almost twelve years of conflict, including 2015, when fighting occurred next to his house, he says the latest escalation does not surprise him or any other Yemeni. &#8216;We just hope they do not enter the city, because life will get worse and humanitarian needs will rise.&#8217;<\/p>\n\n\n\n<p>The risks are personal for aid workers. Mohammed says that international NGO workers in Sana&#8217;a have been detained on accusations of spying for the West, some for three years, and that three or four have been executed. Photograph: YWBOD<\/figcaption><\/figure>\n\n\n\n<h2 class=\"wp-block-heading\">A Widening Funding Gap<\/h2>\n\n\n\n<p>Approximately 20 million people in Yemen need aid, yet only 20% of the required funding has been secured, as many governments are cutting their aid budgets. The latest escalation further deepens the funding shortfall. &#8216;It is extremely difficult to decide who receives aid when so many people need it, and resources are so scarce,&#8217; Inge says. Some of Cordaid&#8217;s partners are letting staff go and scaling back projects even as needs grow.<\/p>\n\n\n\n<p>For that reason, she says, private donations matter more than ever. &#8216;I notice people sometimes have doubts, perhaps because of the conflict&#8217;s complexity, but please know: your contribution can be a matter of life and death.&#8217;<\/p>\n\n\n\n<p>Abdullah says the world is not paying enough attention. &#8216;There is no focus on what is happening in Yemen,&#8217; he says. His message to European readers and policymakers is direct: &#8216;Be humane towards the Yemeni people. Support them and save their lives.&#8217;<\/p>\n\n\n\n<p>He also wants aid to extend beyond emergencies.
