While these long-delayed talks represent an important step toward lasting peace, neither side has shown willingness to make concessions, and they could be derailed by an ongoing escalation of violence.<\/p>\n\n\n\n<p>Since the start of the peace talks,\u00a0<a href=\"https:\/\/acleddata.com\/dashboard\/#\/dashboard\">nearly 13 000 people<\/a>\u00a0have been killed in clashes, airstrikes, bombings and targeted killings. Afghanistan remains perhaps\u00a0the deadliest place in the world to be a civilian, and the toll in Afghanistan\u2019s rural areas is especially grim.<\/p>\n\n\n\n<p>In this context, Afghan women are severely affected by physical insecurity. They also face patriarchal social norms and inadequate legal protections and are seldom able to act together in their own interest. The peace process itself remains largely a men\u2019s affair: women are excluded from discussions of a peace settlement at all levels and are thereby prevented from helping to shape the country\u2019s future.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Raising rural women\u2019s voices<\/h3>\n\n\n\n<p>In response to these conditions, Cordaid and its Afghan partner, Equality for Peace and Democracy (EPD), developed the programme Monitoring Women, Peace and Security Phase 2 (MWPS2), which was launched this month with support from The Netherlands.<\/p>\n\n\n\n<p>MWPS2 will support women\u2019s mobilisation and advocacy, contributing to creating a safer, more just and more peaceful Afghanistan for all. It represents the durability of Dutch commitment to supporting women in Afghanistan.<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\"><p>\u201cThis is an important project for the Dutch government because it supports women to raise their voices and advocate for their rights.\u201d<\/p><\/blockquote>\n\n\n\n<p>\u201cThis project links the two focus areas of the Dutch government in Afghanistan: women\u2019s rights and rule of law,\u201d said Dutch Ambassador Caecilia Wijgers. \u201cThis is an important project for the Dutch government because it supports women to raise their voices and advocate for their rights.\u201d<\/p>\n\n\n\n<figure class=\"wp-block-image\" id=\"attachment_188501\"><img decoding=\"async\" src=\"https:\/\/www.cordaid.org\/en\/wp-content\/uploads\/sites\/11\/2021\/03\/IMG_7961-scaled-e1615813981351-724x545.jpg\" alt=\"\" class=\"wp-image-188501\"\/><figcaption>Dutch Ambassador Caecilia Wijgers at the MWPS2 launch event. <br>Image: Cordaid Afghanistan<\/figcaption><\/figure>\n\n\n\n<p>The next few years hold out the prospect of momentous change, with uncertain implications for Afghan women and girls.
