One of the major challenges facing smallholder farmers in Ethiopia is obtaining new and high-quality potato seed varieties. In response to this issue,\u00a0ICCO\u2019s\u00a0(now Cordaid)\u00a0STARS\u00a0program in\u00a0Ethiopia established a\u00a0public-private partnership\u00a0between farmers, a research institute and a laboratory. The agreement was signed in December\u00a02019 with\u00a0the primary aim of\u00a0enhancing\u00a0farmers\u2019 access to higher-quality\u00a0seeds, which will increase their productivity and\u00a0improve their\u00a0livelihood.\u00a0<\/p>\n\n\n\n

Potato is one of the cheapest roots and tuber crops in Ethiopia, with a high\u00a0nutritional content of carbohydrates, protein, vitamin C, vitamin A, zinc, iron, and minerals. It is a source of cash for most smallholder farmers in Ethiopia and plays a significant role in\u00a0ensuring food security\u00a0in the months of harvest, August to October, when\u00a0people\u00a0usually\u00a0suffer from lack of food to meet their necessary calories\u00a0and nutritional requirements\u00a0due to the rainy season.\u00a0 In contrast to other crops, harvesting potato is easier in the rainy season, when it is difficult to harvest other crops, so it is a good add-on.\u00a0<\/p>\n\n\n\n

The major challenges of potato production in Ethiopia<\/strong> <\/h2>\n\n\n\n

In Ethiopia,\u00a0the\u00a0lack of access to new\u00a0potato\u00a0seeds\u00a0is\u00a0frequently\u00a0cited by many stakeholders in the sector. Farmers continue to use\u00a0degenerated\u00a0seeds, and yields are declining year after year. Smallholder farmers are finding it increasingly difficult to access new and improved seed varieties.\u00a0\u00a0<\/p>\n\n\n\n

Lack of coordination and cooperation between actors, less government attention for the subsector, and\u00a0the lack of\u00a0incentives to invest in this\u00a0were all\u00a0mentioned by stakeholders as\u00a0contributions\u00a0to an unfavourable environment for the potato seed sector to develop itself.\u00a0\u00a0<\/p>\n\n\n\n

The STARS program\u00a0was engaged\u00a0in the potato value chain because it is an important crop for many smallholder farmers in the country.\u00a0Farmers and their cooperatives\u00a0faced a\u00a0lack\u00a0of access to markets and price fluctuations. We documented stories of people having to dump their potatoes.\u00a0This problem was, however, twofold:\u00a0Firstly, using potato seeds of older generations does not benefit\u00a0the quality of the product, especially when diseases\u00a0start to\u00a0appear\u00a0as well, and this makes it harder to sell the potatoes to the market.\u00a0Secondly, we realized that there is\u00a0an inadequate\u00a0supply of\u00a0new seeds for the\u00a0varieties the farmers prefer,\u00a0especially\u00a0the\u00a0Gudene\u00a0variety. We quickly realized that government-led initiatives to avail new\u00a0seeds\u00a0were\u00a0admirable but not\u00a0nearly\u00a0sufficient to serve all the needs.\u00a0More concretely,\u00a0these\u00a0government-led\u00a0initiatives were\u00a0not reaching the farmers we were supporting in\u00a0Jeldu\u00a0district.\u00a0We were therefore keen to design and support a private sector-led solution to\u00a0avail new seeds.\u00a0<\/p>\n\n\n\n

Mr. Tadesse,\u00a0Producer Organization\u2019s\u00a0Representative and\u00a0farmer from\u00a0Chilanko,\u00a0Jeldu\u00a0district, said:<\/p>\n\n\n\n

\n

\u201cThe quality seed problem is a massive challenge in our\u00a0district,\u00a0and we have been planting old seeds repeatedly. It has been more than eight years since we\u00a0got\u00a0new seed varieties. We have reported our problem to all responsible bodies, but we\u00a0could not\u00a0get any new\u00a0seeds\u00a0yet. <\/em><\/p>\n\n\n\n

At the last event on access to improved potato seed, we could meet most of them and speak about our problems. But according to the answer we got from\u00a0Holeta\u00a0Agricultural Research Institute, they have no budget and land for the propagation of the\u00a0seed and\u00a0getting\u00a0new and quality seeds\u00a0take\u00a0many years. <\/em><\/p>\n\n\n\n

On the other hand, Oromia Seed Enterprise told us they knew nothing about the farmers\u2019 demand for quality seed, but they have land and budget to help out the farmers.\u201d<\/em>\u00a0<\/p>\n<\/blockquote>\n\n\n\n

<\/p>\n\n\n\n

Providing Better Equipment<\/strong> <\/h2>\n\n\n\n

To make sure potato farmers get better access to high-quality potato seeds, STARS facilitated a partnership in December 2019 between the Amhara Rural Agricultural Research Institute (ARARI)and the laboratory WAGINOS. The partnership marked a milestone for forming a private-oriented input supply chain system in the sub-sector. WAGINOS is a private laboratory that engages in the potato plantlet production services for the potato value chain and ARARI is a public research institute founded to improve the livelihoods of smallholder farmers and ensure food security for rural households. In this case, ARARI conducts research and develops genetic materials (potato tissue culture). STARS provided support by facilitating and mediating the partnership to improve the potato value chain. <\/p>\n\n\n\n

Despite the great initiation to improve potato seed quality and increase its production, WAGINOS improved its laboratory to fit for the seed propagation process. This was needed because  of the equipment in use was outdated. STARS provided technical support and capacitated the laboratories of WAGINOS and ARARI.  <\/p>\n\n\n\n

Mrs.\u00a0Dina,\u00a0the owner of WAGINOS Biotechnology, said:<\/p>\n\n\n\n

\u201cI am so happy that ICCO\u2019s STARS initiated this partnership to support and evolve the potato value chain. STARS supported by providing very efficient and automated equipment which helped me produce and deliver better quality potato plantlets. In the future, the partnership and investment will bring a better and a higher return for both WAGINOS and the farmers.<\/em>\u201c\u00a0<\/p>\n<\/blockquote>\n\n\n\n

After STARS invested in the WAGINOS laboratory advancement, they were able to produce 40,000 potato plantlets in a different propagation cycles\u00a0that follow critical steps, which helps farmers get a better quality variety of seed that increases productivity.\u00a0 In the first round, 10,000 plantlets were produced and distributed to private seed farmers.\u00a0<\/p>\n\n\n\n

Lobby for Better Access to Seeds<\/strong><\/h2>\n\n\n\n

In addition, STARS collaborated with ICCO\u2019s Civic Engagement Alliance (CEA) program to bring together all stakeholders, including ARARI and WAGINOS, to hold a dialogue\/lobby for better access to improved potato seed in two different national and regional events in 2019 and 2020. <\/p>\n\n\n\n

The events, at the regional and national level, opened a stage for farmers to dialogue\/lobby with many stakeholders about access to improved potato seeds. The Oromia Seed Enterprise (OSE) attended the workshop, and it was here that they heard for the first time about the potato seed problems. They took the problem seriously and committed themselves to produce seed potatoes. After the event, STARS collected demand from 9 Producer Organizations in the Jeldu ,Walmara and Adea Berga districts and reported it to OSE. After the events, OSE got 20 quintal seeds from Haramaya University and propagated them and distributed them to farmers, after the seed potatoes matured.  <\/p>\n\n\n\n

Farmers in the Jeldu district also received 52 quintals of Gudene seed variety from a private seed producer named Solagrow in 2021 and distributed it among three farmers primary cooperatives in the area. STARS also facilitated the creation of a linkage between WASASA Microfinance and farmers in Walmara district, enabling them to obtain loans for potato production. WASASA gained confidence in working with potato farmers in Walmara district because STARS facilitated access to improved seed potatoes and markets for those farmers. <\/p>\n\n\n\n

Mrs. Ayantu\u00a0from\u00a0Producer Organizations\u00a0of\u00a0Jeldu\u00a0district\u00a0said:<\/p>\n\n\n\n

\u201cIn\u00a0our village, we have received 16 quintals of\u00a0Gudene\u00a0variety. Now we are preparing our land to multiply it. I am confident to say this\u00a0variety will bring us more productivity\u00a0and quality\u00a0than the old seeds.\u00a0When our productivity increases, we can sell more because our farmers highly demand\u00a0these\u00a0new seeds.\u00a0The return we will get from this is high\u00a0and will\u00a0impact and change\u00a0our economy and lifestyle. I believe we will earn more income that can improve or at least settle our family\u2019s and children\u2019s life.<\/em>\u201d\u00a0<\/p>\n<\/blockquote>\n\n\n\n
