In rural areas, only a few girls reach secondary school, and overall learning levels remain worryingly low.<\/p>\n\n\n\n<p>Against this challenging backdrop, the <a href=\"https:\/\/www.cordaid.org\/en\/wp-content\/uploads\/2024\/07\/Brochure-Performance-Based-Financing-Education.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">Performance-Based Financing<\/a> (PBF) Education Pilot in Shabe Sombo Woreda, in Jimma Zone in the west of the country, is demonstrating what happens when accountability meets opportunity. Implemented across 54 primary schools with Cordaid\u2019s support, the pilot links school funding to verified results, rewarding tangible improvements in teaching quality, management, and community engagement.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Visible Gains in Quality and Governance<\/h2>\n\n\n\n<p>The mid-term review of the pilot tells a compelling story of transformation. Within a short period, education quality scores have surged from 29% to 77%, outperforming comparison areas. Despite national declines in exam pass rates, Shabe Sombo\u2019s Grade 8 results remained strong at 87%, showing that schools are sustaining performance even in a complex national context.<\/p>\n\n\n\n<p>Governance and accountability have strengthened dramatically. The woreda education office now conducts regular inspections and financial audits, ensuring transparent budget management. Schools are taking ownership of their performance, setting priorities, analysing data, and investing directly in what matters most to learners. Counselling services offer emotional and social support, ensuring girls have both the confidence and resources to stay in school.<\/p>\n\n\n\n<p>In communities where girls\u2019 education once seemed a distant dream, parents are now seeing its value. Attendance is rising, and education is increasingly viewed not as a privilege but as a right and a pathway to a better future. Evidence consistently shows that every additional year of education for girls leads to better livelihoods, healthier families, and stronger, more resilient communities.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Driving Systemic Change<\/h2>\n\n\n\n<p>The success of the PBF model extends far beyond classroom walls. It is transforming how local education systems function, shifting from a reliance on external aid to proactive, performance-based management.<\/p>\n\n\n\n<p>Schools now set their own targets, track progress, and are rewarded for verified achievements. Ownership has grown across all levels, from teachers to local education authorities and parent associations. Transparent performance monitoring ensures that resources reach those who need them most, building trust between schools, communities, and government offices.<\/p>\n\n\n\n<p>Through the project, schools have improved infrastructure, including proper toilets, clean drinking water, and adequate seating and learning materials. Teachers have become more motivated, and school leaders have developed stronger management skills. Teachers are innovating in their classrooms; schools are introducing new ways to engage parents and communities; and local education offices are making data-informed decisions.<\/p>\n\n\n\n<p>Enrolment and attendance have climbed steadily, while school-led innovations, from locally built sanitation facilities to peer learning clubs, have become symbols of what\u2019s possible when communities take charge of their children\u2019s education.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Scaling What Works<\/h2>\n\n\n\n<p>The results from Shabe Sombo have caught national attention, sparking discussions on how to replicate this model in other regions and adapt it across sectors such as health and social services.<\/p>\n\n\n\n<p>The next step is scaling. Expanding the approach to more woredas will require coordinated government leadership and increased donor investment. Co-financing strategies and digital verification systems are already being explored to ensure sustainability and transparency. Strengthening teacher capacity and supporting Parent-Teacher-Student Associations will be vital to maintaining momentum.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Investing in Futures<\/h2>\n\n\n\n<p>The lessons from Shabe Sombo are clear: when schools are empowered, supported, and held accountable, transformation follows. The PBF approach is proving that quality education in rural Ethiopia is achievable, sustainable, and scalable. With continued partnership, government commitment, and donor support, PBF can expand to reach thousands more children across Ethiopia.<\/p>\n\n\n\n<p>Let\u2019s invest in what works.
