Implementation Manager – Transition Phase

Implementation Manager – Transition Phase

(36 hours, based in The Hague)

What you do

The Implementation Manager leads the full coordination of the operational transition within Cordaid towards the updated organizational model. This role ensures an orderly evolution of existing structures, processes, and portfolios while enabling the successful rollout and growth of the organization under the regional directors and EU/NL office. Working closely with the Transition Lead, the Implementation Manager maintains full oversight of transition progress at the regional level, risk mitigation, and cross-functional alignment to ensure that all milestones between the starting date of the position and 31 December 2027 (and possibly beyond) are delivered on time, within scope, and in line with organizational objectives. The position provides leadership to the Transition Lead and teams in the south and EU/NL office, and reports to the Programs and Impact Director. It also ensures that the strategy is effectively embedded throughout the evolving organizational structures. Collaboration between the development of new programs (development and Humanitarian Aid) and lobby and advocacy during this transition is essential. This also includes aligning with the support services to be established and integrating systems and processes from current structures that are critical for the organization’s ongoing operations.

Key responsibilities:

Transition Implementation & Oversight

  • Lead day-to-day coordination of the transition implementation plan, ensuring a clear overview and structured progress according to timelines.
  • Maintain a full implementation of dashboard and flag delays, risks, and dependencies together with the transition lead.
  • Ensure cross-functional alignment across programs, operations, finance, HR, and impact units.
  • Coordinate and document key transition decisions and ensure follow-up.

Coordination     

  • Oversee the possible new and current structures, processes, and roles.
  • Support COs and collaborate with the Transition Lead on units transitioning portfolios.
  • Facilitate handovers from current processes to new systems.

Support to Organizational Rollout

  • Work closely with the Impact Director to translate the updated model into operations at the regional level.
  • Coordinate pilots, onboarding, and integration for new (IT) tools and systems.
  • Support capacity strengthening for staff adopting the new model.

Stakeholder Engagement & Internal Coordination              

  • Serve as the main coordination point between transitioning teams, Transition Lead, and Program & Impact Director.
  • Facilitate cross-departmental working groups and follow-up.
  • Prepare updated progress reports and recommendations.

Risk Management & Issue Escalation      

  • Identify transition-related risks and propose mitigation.
  • Escalate critical issues to leadership.
  • Monitor dependencies across workstreams.

Process Harmonization & System Strengthening                 

  • Support process alignment and ensuring continuity of donor relationships.
  • Identify workflow gaps and propose improvements.
  • Document lessons learned for long-term development.

Documentation, Communications & Reporting 

  • Maintain transition documentation including roadmaps, risk registers, and decision logs.
  • Prepare communication updates for internal use.
  • Coordinate donor or board-level transition reporting.

Who you are

  • You have an advanced degree in Organizational Development, Operations, Project Management, Business Administration, International Development, north–south relations, or a related field.
  • You have 8–10 years of experience in operations, organizational transitions, or large-scale transformation, ideally within INGO environments (field and HQ exposure).
  • You have strong stakeholder coordination skills with solid expertise in project-cycle management and organizational design.
  • You have excellent communication and planning abilities, fluency in English (additional languages an asset), and a hands-on mindset.
  • You are based in the Netherlands and have the flexibility to travel.

  • a gross monthly salary of € 5.276,- up to € 8.661,- based on a 36-hour week, depending on years of relevant experience;
