Through its programmes, Cordaid aims to facilitate access to quality healthcare, particularly for survivors of sexual and gender-based violence, as well as to promote justice and peace, and to encourage community participation and decision-making for inclusive governance. Cordaid also works with its network partners on emergency activities.

Justice and peace
Cordaid’s security and justice initiatives in the DRC empower communities to advocate for responsive and accountable services, ensuring that national and international policymakers hear local needs.
The programme focuses on three main outcomes: Empowering individuals, communities, and civil society to advocate for better security, justice, and governance outcomes; enhancing the quality, inclusivity, and accountability of service providers; and promoting peaceful conflict resolution, social cohesion, and coexistence.
Cordaid uses results-based financing (RBF) to strengthen fragile systems by linking funding to measurable outcomes based on participatory and inclusive management plans. RBF enhances service providers’ performance and accountability, aligning their objectives with community priorities. Service providers receive financial incentives for verified progress, ensuring the successful implementation of local security plans.
Cordaid is a pioneer in RBF for security and justice in the eastern DRC, through projects such as Restoring the Contract and ESPER. These efforts have transformed citizen-state dynamics, with satisfaction in police security rising from 51% to 91% in Ituri and perceptions of fairness in the justice sector increasing significantly in North and South Kivu.
